Since the downpour came on the heels of a wetter-than-normal January, much of that water did not seep into the ground but instead flowed into creeks, rivers and streams. Officials at the nation's largest public utility sprang into action ahead of time, using TVA's network of 49 dams to move water down the Tennessee River and make room for the coming rains. On Wednesday, before the period of heaviest rainfall, TVA shut off its tributary dams and began holding back water to help minimize flooding in the area.
