Virginia's new Community Flood Preparedness Fund, which provides $45 million a year for flood mitigation, went into effect on July 1. Texas created an $800 million fund to support community flood-prevention projects and South Carolina is considering creating a fund to make infrastructure loans, while several other states have created departments to study flooding risks.
