State transportation officials are concerned about plummeting gas tax revenue as roads and transit systems see less traffic during the coronavirus pandemic. The shift will lead the Highway Trust Fund to insolvency, requiring federal funding "sooner rather than later," said Adie Tomer, head of the Metropolitan Infrastructure Initiative at the Brookings Institution.
